This is a very fond, recurring theme for me.   l love the idea of sexual relief ruled a basic human right, so [esp. hetero] male inmates would have to be supplied with appropriate sexual outlets: i.e. women. 

Things like combining male and female penitentiaries, having girls charged with lesser (or made up) crimes be required to perform community service hours on their knees or bent over at a local prison, and male guards or visitors (including family & friends) able to legally use any attractive female inmate in jail or juvie - because he would just be helping to make sure her needs are being met, of course - are all fun variations for me. 

I also find it amusing to imagine punishment for female criminals invariably being sexual in nature - shoplifters restrained in a store for paying customers' use; jaywalkers strapped to street sign poles, kneeling and ring-gagged; truant students put in stocks near their schools, with teachers and fellow students alike casually using them... you get the idea. 

This extends to courtrooms, naturally, with arrangements made for male jurors to be discreetly serviced during potentially arousing rape trials, so they won't be uncomfortable or distracted, making female witnesses endure humiliating reenactments of the event, both by the accused and judge/jurors, so they could better understand the logistics for decision-making, judges and male lawyers allowed to "question" a witness (or "confer" with a pretty female lawyer) in private, with the man returning to the courtroom looking relaxed and smug, and the woman tear-streaked and disheveled, and the trial just continuing as normal.

Have such visits been expanded to include others, possibly friends, teachers, coworkers - or even just curious members of the public?  Perhaps a provision for a nominal visitor's fee, to offset any extra security measures the conjugal visits may warrant?  Would the right to a conjugal visit cancel out, say, a restraining order, allowing someone access to the inmate who previously had to keep a distance from her?  
Lastly, what about family members?  If an inmate was spending all that time servicing male prisoners (and guards, other staff) and receiving conjugal visitors in her spare time, it seems that those who hold them dearest may have the least access to them.  Would it make sense, then, to also allow, say, fathers, uncles, and other concerned male relatives regularly scheduled conjugal visits?

Sorry for all the questions ; I'm just a very avid student of legal matters.
